Investment and Operating Cost Models for Supported Living in Ukraine: 2026 Estimates and 2028–2034 Deinstitutionalisation Scenarios

This dataset contains two models estimating the investment and annual operating costs of scaling up supported living across Ukraine. The models draw on cost information from Ukrainian organisations and, for investment costs, a Hungarian reference project. They express estimates for eight-person homes in 2026 Ukrainian hryvnia and include low, medium and high cost estimates, they also include national scenarios for the transition of thousands of people from institutional care to supported living between 2028 and 2034. The scenarios compare Ukraine’s state strategy with alternative transition pathways inspired by reforms in Sweden and the Czech Republic.
