UNION AFRICAINE ET PLAN STRATEGIQUE AGENDA 2063 : ANALYSE CRITIQUE DE SON APPLICATION ET PERSPECTIVES POUR UN DEVELOPPEMENT AFRICAIN ENDOGENE

ABSTRACTThis article examines the implementation of the African Union’sAgenda 2063 as a strategic framework for Africa’s long-term development, witha critical focus on its practical application across member states. While Agenda2063 articulates an ambitious vision of an integrated, prosperous, and sovereignAfrica, its implementation has often relied on development models that remainexternally influenced and insufficiently adapted to African realities. Drawing oninternational relations and public policy perspectives, the article argues for adeeper African appropriation of Agenda 2063 through the redefinition ofdevelopment priorities and the promotion of endogenous solutions. Particularemphasis is placed on local production, intra-African trade, industrialtransformation, traditional medicine, infrastructure harmonization, and monetaryintegration as foundations for sustainable development. The analysis highlightsthe importance of changing dependency-oriented mindsets and strengtheningstate capacity to ensure policy coherence and ownership. The article concludesthat Agenda 2063 can only achieve its objectives if African states and societiesbecome the primary drivers of development, acting collectively to build anintegrated and self-reliant continent. RESUMECet article analyse l’Agenda 2063 de l’Union africaine en tantque cadre stratégique du développement à long terme du continent, en mettantl’accent sur une analyse critique de son application concrète par les Étatsmembres. Bien que l’Agenda 2063 porte une vision ambitieuse d’une Afriqueintégrée, prospère et souveraine, sa mise en œuvre demeure largementinfluencée par des modèles de développement exogènes, souvent déconnectésdes réalités africaines. En mobilisant les approches des relations internationaleset des politiques publiques, l’article plaide pour une réappropriation africaine del’Agenda 2063 à travers la redéfinition des priorités de développement etl’adoption de solutions endogènes. L’analyse met en avant la production locale,la transformation industrielle, la coopération intra-africaine, la valorisation de lamédecine traditionnelle, l’harmonisation des infrastructures et l’intégrationmonétaire comme leviers essentiels d’un développement durable. En conclusion,l’article soutient que la réussite de l’Agenda 2063 dépend fondamentalement dela capacité des Africains à devenir les principaux acteurs de leur propredéveloppement.
