1.CANCELLATIONS OF BOOKING/REFUND OF HIRE CHARGE 1.1 An administration fee equivalent to 10% of the tariff applicable to a booking will be levied for every transfer of a booking provided that written notice of intention to transfer is given on or before the 14th day prior to the date originally reserved and the facility being available on the new date requested. 1.2 Cancellations must be by written notice and submitted to the City's booking offices or online. 1.3 If the booking is cancelled after the payment was received a 10% cancellation fee will be charged, based on the total amount due (excluding breakage deposit). 1.4 If a cancellation request is received less than 14 (fourteen) days before occupation, no refund of any money will be made. 1.5 Notwithstanding the abovementioned, should a booking be transferred or cancelled, the date of the original booking will be used to determine the amount of refund to which the Lessee is entitled. GENERAL REGULATIONS 1.Low Season:1 April-30 September(Excluding Easter Weekend and Freedom Day to Workers Day Weekends) 2.Mid Season:1 October - 31 March(Excluding High Season) 3.High Season:15 December - 15 January as well as Easter Weekend and from the Freedom Day Weekend up to and including Workers Day and the Weekend ending 3 May 2020 (to be reviewed annually) Resort Conditions SPECIAL CONCESSIONS : The Director : Recreation & Parks, Area Managers: Recreation and Parks or his or her nominee may grant individuals or organisations concessions as stipulated in Council's Concessions Policy. Commercial users are not entitled to concessions or discounts. Applications are to be submitted via the booking office. Commercial - constitutes any usage where revenue is generated. Events involving fundraising are not entitled to request concessions unless they have complied with the Concessions Standard Operating Procedure. 1.1 Rebates on Film Permits: If for Cape Town Marketing or Student Film, 100% rebate may be applied in consultation with Cape Town Film Permit Office. RESORT GRADING: Grade 1 (Commercially viable) : Fish Hoek, Harmony Park, Hendon Park, Kogel Bay, Kuilsrivier, Millers Point, Soetwater, Voortrekker Park, Zandvlei Grade 2(Community Resorts) : Bluewaters, Macassar, Monwabisi, Silwerstroomstrand EXCLUSIONS 1. No events bookings will be accepted at beaches or resorts during high season from 15 December until 15 January. 2. No music is allowed to be played in resorts after 18:00. A penalty will be enforced on patrons failing to comply. HIRE OF BEACHES AND ADJACENT PUBLIC OPEN SPACES Events All events subject to events permit To manage risk and user demand: Users are to ensure the facility suitability in terms of the expectation and scope of the intended event. Event confirmation will be assigned on final issue of event permit and not on reservation of the facility. All Beaches managed by City of Cape Town including open spaces within resorts Preparation and dismantling Per day or part thereof Charge shall be 10% of the applicable daily tariff. "Commercial" shall encompass any event which derives revenue. "Non commercial," shall emcompass all events not deriving revenue.1. 预订取消与租赁费用退款规则 1.1 每次转让预订时，须收取相当于该预订适用费率10%的行政费用，但需满足两项条件：一是在原预订日期前14天或更早提交书面转让意向通知；二是新申请日期的场地可被使用。 1.2 取消预订须以书面形式提交，可送达本市预订办事处或通过线上渠道提交。 1.3 若已收到付款后取消预订，将按应付总金额（破损押金除外）收取10%的取消费用。 1.4 若在入住前不足14天收到取消申请，将不予退还任何款项。 1.5 尽管有前述规定，如预订被转让或取消，将以原预订日期为准核算承租人有权获得的退款金额。 一般规定 1. 淡季：4月1日至9月30日（复活节周末及自由日至劳动节周末除外） 2. 平季：10月1日至次年3月31日（旺季除外） 3. 旺季：12月15日至次年1月15日，同时包括复活节周末、自由日周末至劳动节周末（含劳动节周末）及2020年5月3日结束的周末（该规则每年需重新审核） 特别优惠条款 娱乐与公园主管、区域娱乐与公园经理或其指定代表，可按照市议会优惠政策的相关规定，向个人或组织提供优惠。商业用户无权享受优惠或折扣。优惠申请须通过预订办事处提交。“商业用途”指任何产生收益的使用行为。涉及筹款的活动，除非已符合优惠标准作业程序，否则无权申请优惠。 1.1 电影拍摄许可费用减免：若拍摄用途为开普敦市营销或学生电影，可与开普敦电影许可办公室协商后申请100%的费用减免。 度假村分级 1级（商业可行型）：菲什胡克（Fish Hoek）、哈莫尼公园（Harmony Park）、亨登公园（Hendon Park）、科格尔湾（Kogel Bay）、库伊尔德里夫（Kuilsrivier）、米勒角（Millers Point）、苏特沃特（Soetwater）、沃尔特雷克公园（Voortrekker Park）、赞德夫莱（Zandvlei） 2级（社区度假村）：布鲁沃特尔斯（Bluewaters）、马卡萨尔（Macassar）、蒙瓦比西（Monwabisi）、西尔弗斯特罗姆斯特兰德（Silwerstroomstrand） 豁免条款 1. 在12月15日至次年1月15日的旺季期间，海滩或度假村不接受活动预订。 2. 度假村内18:00后不得播放音乐，未遵守规定的顾客将被处以罚款。 海滩及毗邻公共空地租赁规则 活动相关要求：所有活动均须持有活动许可 为管控风险与用户需求：用户须确保场地符合预期活动的要求与规模。活动确认将在最终发放活动许可时完成，而非仅完成场地预订。 开普敦市管理的所有海滩及度假村内的公共空地 场地搭建与拆除：按单日或部分单日计算，费用为适用当日费率的10%。 “商业活动”指任何产生收益的活动；“非商业活动”指所有不产生收益的活动。
