Evidence register and search log: tracing climate-risk information into local plans and budgets in eight Sumatran local governments affected by Tropical Cyclone Senyar, Indonesia (2025)

This dataset supports the article "Tracing climate-risk information into local plans and budgets: Public-record evidence from Tropical Cyclone Senyar, Indonesia" (submitted to Climate Risk Management). For eight district and city governments in Aceh, North Sumatra and West Sumatra (Aceh Utara, Aceh Tengah, Lhokseumawe, Tapanuli Tengah, Sibolga, Agam, Padang Pariaman and Padang), it records which public documents existed before 21 November 2025 at each step from climate-risk information to readiness, and whether a commitment in one document can be followed into the next. The register holds 186 sources, 365 logged searches (including those that found nothing), stage statuses, link verdicts with their basis, planning codes, method decisions, conflicts between sources and a full change log. Of 56 case-link cells, 11 are Traceable, 2 Broken and 43 Not assessable. The workbook presents Tables S1 to S17 with a contents sheet and a column dictionary; the same tables are provided as UTF-8 CSV files. README.pdf explains the files and terms, and Methods_specification.pdf gives the search, admissibility and coding rules. The register describes documents only. It does not measure preparedness or explain losses. Not located means that the search protocol did not find an admissible document, not that the document does not exist.
