以先进的城市安全管理理念为指导,按照“风险管理、关口前移”的发展思想,利用互联网、物联网、大数据、灾害链耦合分析等技术,构建城市安全风险综合监测预警系统的“感知神经、中枢神经、响应神经”整体框架,面向燃气、供水、排水和城市洪涝、桥梁、电梯、消防和交通运输等城市安全风险重点防控对象,汇聚应急平台、气象预警、桥梁运行、燃气管道及地下空间运行状态、排水管网运行状态、地面易涝点水位、道路车辆等城市安全信息,实现城市各有关部门信息的互联互通,初步形成覆盖城市高危、高风险和人口密集区域的全方位、多层级、立体化城市风险监测预警体系,有效防范“黑天鹅”事件、“蝴蝶效应”和“灰犀牛”冲击,提升风险早期识别、多灾种和灾害链综合监测、预报预警、辅助决策和协同处置能力,为科学化、智能化、精准化治理城市和防范化解重大安全风险提供技术支撑,最大限度提升城市韧性。(1)风险AI融合接警考虑到城市风险物联网传感器设备覆盖不足的问题,通过119、120、网格化、政务热线、舆情等民生渠道数据+物联感知数据融合分析,做好城市风险的提前感知、预判预知。(2)算法模型管理改变过去算法模型看不着、摸不见、可视化验证难的做法,在前台页面上对模型输入参数,权值动态调整,提升了模型调整的灵活性,易用性和拓展性也大大增强,实现了静态评估到动态监测的根本转变。(3)城市风险管理系统每月、每季度自动生成城市安全风险综合检测预警报告,各行业监管部门可根据城市安全评估报告中存在的问题有针对性的进行城市安全治理工作。同时系统监测预警数据还可为各级领导提供辅助决策支撑。(4)数据采集可视化管理系统实时监控数据传输过程、接口调取情况,实现了数据采集过程的全生命周期的可视化管理,方便对各类数据汇聚的实时监测,保障城市运行安全。

Guided by advanced urban safety management concepts and adhering to the development philosophy of "risk management and advancing the frontiers of risk prevention", this system adopts technologies including the Internet, Internet of Things (IoT), big data, and disaster chain coupling analysis to construct the overall framework of the "perceptive nerve", "central nerve", and "response nerve" for the urban safety risk comprehensive monitoring and early warning system. Targeting key urban safety risk prevention and control objects such as gas supply, water supply, drainage, urban floods, bridges, elevators, fire protection, and transportation, it integrates urban safety information covering emergency platforms, meteorological early warnings, bridge operation status, gas pipelines and underground space operation conditions, drainage pipe network operation status, water levels of ground waterlogging-prone areas, road vehicles, etc. It achieves interoperability and information sharing among relevant urban departments, and initially establishes a comprehensive, multi-level, three-dimensional urban risk monitoring and early warning system covering high-risk, extremely high-risk, and densely populated urban areas. This effectively prevents the impacts of black swan events, butterfly effects, and gray rhino risks, and enhances capabilities in early risk identification, comprehensive monitoring of multi-disasters and disaster chains, forecasting and early warning, auxiliary decision-making, and collaborative emergency disposal. It provides technical support for scientific, intelligent, and precise urban governance and major safety risk prevention and mitigation, and maximizes urban resilience. (1) Risk AI-Integrated Alarm Receiving: Considering the insufficient coverage of IoT sensor devices for urban risk monitoring, this module conducts fusion analysis on data from people's livelihood channels such as 119, 120, grid management, government hotlines, and public opinion, combined with IoT perception data, to realize early perception, prediction, and pre-warning of urban risks. (2) Algorithm Model Management: Abandoning the previous practice where algorithm models were invisible and difficult to perform visual verification, this module allows dynamic adjustment of model input parameters and weights on the front-end page, greatly improving the flexibility, usability, and expandability of model adjustment, and achieving a fundamental shift from static assessment to dynamic monitoring. (3) Urban Risk Management System: The system automatically generates comprehensive urban safety risk monitoring and early warning reports on a monthly and quarterly basis. Industry regulatory departments can carry out targeted urban safety governance work based on the problems identified in the urban safety assessment reports. Meanwhile, the system's monitoring and early warning data can provide auxiliary decision-making support for leaders at all levels. (4) Data Collection Visualization Management: The system real-time monitors data transmission processes and interface invocation status, realizing visual management of the entire life cycle of data collection, facilitating real-time monitoring of various data aggregations, and ensuring the safety of urban operations.
