INSTITUTIONALISING SOCIAL WORK THROUGH BOTTOM-UP POLICYMAKING: EVIDENCE FROM KAZAKHSTAN AND KYRGYZSTAN

This dataset contains de-identified raw data from a study investigating the institutionalisation of social work through bottom-up policymaking in Kazakhstan and Kyrgyzstan. The data includes survey responses from social work professionals regarding their involvement in policy development, professional challenges, and the impact of non-governmental organizations on the social sector. The dataset was initially generated to inform the legislative process for the new Law on Social Work in Kazakhstan. The research was conducted in 2025-2026 as part of a comparative analysis to support the professionalization of social services in Central Asia. All personal identifiers have been removed to ensure participant confidentiality in accordance with ethical standards.
