GEEARS: Georgia Early Education Alliance for Ready Students

The GEEARS Community Compass was developed by the Atlanta Regional Commission Research & Analytics Group. This tool allows users to quickly assess early learning resources and child well-being within and across census tracts. Its base layer features the Early Childhood Index, which is comprised of 9 key indicators, including Access to Quality Rated Child Care (see below). Geocoded early learning assets appear as a separate layer. Users can select additional layers of interest, including school and legislative districts. to enable exploration of GEEARS: Georgia Early Education Alliance of Ready Students. Early Childhood Index: · Access to Quality Rated Child Care* · % of Children ages 0-4 below poverty · % of Population Ages 25 and Over with no High School Diploma · % of Adults with Limited English Proficiency · % of Children with no Parent in the Labor Force · % of Births to Mothers with Less than a High School Diploma · % Low Birthweight Births, 2010-14 · % of Children Ages 0-4 Receiving Food Stamps · % of 3rd graders scoring "proficient" or higher on the 3rd grade ELA Georgia Milestone test Each indicator was standardized to have a mean of 50 and a standard deviation of 16.66, so that +/- 3 standard deviations would represent the range 0-100. The standardized variable was then capped within this range so as to prevent extreme outliers from having undue impact on the final index score and "flipped" if needed so that higher numbers represent better outcomes. The final index score is simply the mean of the standardized values of the indicators, and has a theoretical range of 0-100.
