Performance of Russian Higher Education Institutions

This dataset is based on the annual performance monitoring of Russian higher education institutions, conducted under a decree of the Ministry of Education of Russia. The data was sourced from the official monitoring portal (https://monitoring.miccedu.ru/?m=vpo) and covers the period from 2021 to 2025, structured as a panel dataset. In addition to the ministerial indicators, the dataset incorporates the functional score from the RAEX university ranking. In total, the dataset contains 3,449 observations and 118 variables across 1,257 universities.
