To take into account the ever-increasing importance of the phenomenon of periurbanisation (extension of the areas of influence of cities), the ENE Act of 2010, then the Law ALUR in 2014 reinforced the rule of limited urbanisation enshrined in the Urban Planning Code (Article 122-2 and L142-4 of the UC) since the SRU Act of 2000:
From 1 January 2013 until 31 December 2016, the principle of limited urbanisation applies, in the absence of SCoT, to municipalities located less than 15 km from the outer boundary of an urban unit of more than 15 000 inhabitants (previously 50,000 inhabitants).
From 1 January 2017, this rule will apply to all municipalities not covered by an effective SCoT.
