This was a retrospective, bottom-up costing study that estimated the financial and economic costs of delivering C19 vaccines in the Ugandan capital city, Kampala. The study examines the initial vaccination rollout period in March and June 2021 (Phase 1) when priority populations were targeted, and the higher-volume period in July and December 2021 (Phase 2) when the target population was extended to the general population. Phase 1 also includes the preparation period between January 2021 and February 2021. Cost data were collected retrospectively between May 2023 and July 2023 from a sample of 28 public, private for profit (PFP), and private not for profit (PNFP) health facilities covering the five divisions that comprise Kampala. The sample also included the respective division offices, KCCA headquarters, and implementing partners directly supporting KCCA. Costs were disaggregated across program activities and resource types to analyze cost drivers. Volume-weighted average unit costs were estimated for each administrative level and then aggregated to obtain the overall volume-weighted cost per dose. Alongside the costing exercise, a qualitative assessment examined how the program was implemented, obtained lessons learned, and mapped key funding flows.
