The compressed file (zip) contains the following files:

west_jpeg.tif is the actual image
west_jpeg.tfw is the georeferencing file

ovest_jpeg.vrt is the file to open with QGIS if you want to manage the transparency of the areas not covered by the image

If the three files are unzipped in a single folder, opening the file with the extension .vrt in QGIS you can activate the transparency of the areas not covered by the image, setting the "Band 4" as transparent in the "Transparency" section of the "Layer Properties".
