This dataset captures the allocation and outcomes of five hurricane mitigation funding designs in eastern North Carolina. Each design varies by timing—either fixed annual funding or disaster-triggered—and by allocation basis, including risk-based targeting, uniform county-level distribution, population-based distribution, or damage-based targeting. The dataset records outcomes across multiple stakeholders, including households, governments, and insurers, over repeated hurricane events. Variables include the type and extent of mitigation actions (property acquisition and structural retrofits), funding allocations, household uptake, and resulting losses and expenditures. These data allow for analysis of how funding structures influence mitigation patterns, burden-sharing among stakeholders, and the effectiveness of different strategies in reducing long-term hurricane risk.
