Project-Level Dataset on Risk Transfer, Government Guarantees, and Project Distress in Public-Private Partnerships (PPPs), 1990-2024

This dataset contains 8,742 project-level observations on public-private partnership (PPP) infrastructure projects across 140 low- and middle-income countries in six World Bank regions (East Asia and Pacific, Europe and Central Asia, Latin America and the Caribbean, Middle East and North Africa, South Asia, and Sub-Saharan Africa) over the period 1990 to 2024. The dataset is compiled from the World Bank Private Participation in Infrastructure (PPI) Database and covers four sectors: Energy, Transport, Telecommunications, and Water and Sewerage. Each record includes project identifiers and descriptive attributes (country, region, income group, sector, subsector, financial closure year, contract type, payment mechanism, contract duration); financial characteristics (total investment in USD millions, log investment, private equity share, greenfield status, foreign sponsor participation, multilateral development bank support, foreign currency debt exposure); risk transfer indicators (demand risk, construction risk, currency risk, and a composite risk index); government guarantee indicators (revenue, foreign exchange, debt, and other guarantees, plus a composite guarantee index); institutional and macroeconomic controls (log GDP per capita, Worldwide Governance Indicators for regulatory quality and political stability); and project outcome variables (project status, distress, cancellation, survival time in years, and censoring indicator) suitable for logistic regression and survival analysis. The file is provided in Microsoft Excel (.xlsx) format with a single sheet (PPI_Dataset) containing 36 variables.
