A registered observational census of every Basel Committee publication typed "Standards" by the BIS publications index, 2009-2026 (71 in-window items; the site-wide count of 92 exactly matches the index's own facet count - the completeness check), plus IFRS 9, FASB ASU 2016-13, and the BCBS-IOSCO margin framework, each classified by informational form under a rule written down before enumeration (LEVEL / FORM-toward-fitted with scoring speed / FORM-toward-authored / FORM-toward-mechanism / FEEDSTOCK / COMPENSATOR / OTHER). Result: level changes are pervasive (18 dominant rows plus components); the dominant informational direction of post-crisis standards is toward AUTHORED form (22); the only standing fitted concessions are exactly the fast-scoring ones (SIMM under daily backtesting; FRTB-IMA daily-gated; IFRS 9/CECL period-trued); and the era's only slow-cell fitted grants (IRC/CRM 2009, advanced CVA 2010) were both subsequently revoked. The deposit ships its full correction chain as part of the result: the initial claim was refuted at primary source, its refinement strictly falsified by this census's own two counterexamples, and the standing form - form CONVERGES to the verification frontier, with off-frontier authority eliminated or CONVERTED to a marked, input-disciplined, floor-bounded form (FRTB's default-risk charge, whose rule text itself states that robust direct validation "will not be possible") - is reported with a partial falsifier hit disclosed as such.
