Panel Dataset on Institutional, Financial and Technological Determinants of Cyber Resilience in Wartime and Postwar Conditions

This dataset contains a balanced multivariate panel covering 14 countries over the period 2010–2024, constructed to assess the impact of institutional, technological, and financial determinants on national cyber resilience under wartime, postwar, and stable conditions. The dataset integrates indicators of: Cybersecurity and institutional capacity (Global Cybersecurity Index, national cybersecurity strategy, CERT, CSIRT, cyber agreements), Digital development (E-Government Development Index, broadband subscriptions, internet usage, secure servers), Financial infrastructure (non-life insurance premiums, financial development index, credit to private sector, bank capital ratio), Macroeconomic turbulence (GDP per capita, inflation, unemployment), Scenario conditions (war, postwar, conflict intensity), Dependent variable – cyber resilience (GCSI / National Cybersecurity Index). The data were sourced from official open databases, including the World Bank, IMF, United Nations, ENISA, NCSI, ITU, and the Council of Europe. This dataset is designed for research on cyber risk modeling, digital governance, financial system resilience, and the strategic response to transnational cybercrime. It supports replication, robustness checks, nonlinear scenario modeling, and policy analysis across cross-country comparative frameworks.
