The optimal territorial organisation (hereinafter ATO) for the performance of the civil protection function is an innovative element, introduced by the Civil Protection Code (Legislative Decree 1/2018), for which the geography must be defined in terms of the territories included and, at the same time, the organisational criteria of the same, i.e. the identification of the bodies and structures responsible for planning and emergency management activities.The Emilia-Romagna region has identified in the provincial borders, in the first application, the geographical delimitation of the optimal territorial areas for the organisation of civil protection structures at territorial level, without prejudice to the possibility of subsequent adaptations and evolutions in relation to the regulatory, organisational and implementation context.The formalisation of the optimal territorial organisational areas was adopted by Presidential Decree No 1103/2022 of 4 July 2022 with the annex \"Civil protection planning and identification of the optimal territorial areas and related organisational criteria referred to in the Civil Protection Code\", to which reference is made for further information.
