Statewide Basin Management Action Plan (BMAP) General Areas

A Basin Management Action Plan (BMAP) is a water quality restoration plan prepared pursuant to Section 403.067(7) Florida Statutes. BMAPs are designed to reduce pollutant loadings to achieve the limitations identified in an adopted Total Maximum Daily Load (TMDL) through a comprehensive set of management strategies - permit limits on wastewater facilities, urban and agricultural best management practices, conservation programs, etc. These broad-based plans are developed with local stakeholders - they rely on local input and local commitment - and are adopted by Secretarial Order and are enforceable.流域管理行动计划（Basin Management Action Plan，缩写BMAP）是依据《佛罗里达州法规》第403.067条第7款制定的水质修复计划。BMAP旨在通过一系列综合管理策略降低污染物负荷，以达成已获批的日最大负荷总量（Total Maximum Daily Load，缩写TMDL）中明确的排放限值，此类策略涵盖污水处理设施的许可排放限值、城市与农业最佳管理措施、保护项目等。这类覆盖广泛的计划由当地利益相关方共同制定——依托本地意见征集与本地主体的承诺——并经部长令批准后具备强制执行力。
