State Liquor Authority Licenses Currently Operating Under SAPA

If a renewal allocation is filed on time (at least 7 days before the expiration date) and is complete, the licensee will be allowed to “operate under SAPA” if the renewal application is not approved (or disapproved) before the expiration date. SAPA (the State Administrative Procedure Act) allows the licensee to continue to operate under the expired license until a decision is made on the renewal application.

若许可证续期申请在期限前至少7日内提交且内容完备，即便续期申请未在期限前获得批准或驳回，许可证持有人亦可在SAPA（国家行政程序法）框架下继续行使已过期的许可证进行运营。SAPA（国家行政程序法）准许许可证持有人在续期申请裁决之前，继续依据已失效的许可证开展业务运营。
