The DHAP program under the Comprehensive Housing Policy allows for more funding if the buyer is purchasing a home in a qualified opportunity area. For the case of this program, an opportunity area is defined as a census tract having a poverty rate of less than 20%. This map shows opportunity areas in blue and non-qualifying areas (with a poverty rate greater than 20%) in orange. The map will be used by staff and applicants to determine if houses qualify for the bonus.
