Crisis Intervention Team Program PURPOSE: "To increase the effectiveness of the Cleveland Division of Police (CDP) Crisis Intervention Team (CIT) Program by: facilitating communication between CDP and the behavioral health community; developing a foundation that promotes effective solutions for assisting those in crisis or with behavioral health challenges; improving the crisis intervention training of officers; increasing the resources available to CDP; and reducing the need for individuals in crisis to have further involvement with the criminal justice system while improving the safety of officers and the Cleveland community" (directly taken from policy 5.11.02). POLICY:"It is the policy of the Cleveland Division of Police that the CIT Program shall provide resources and develop collaborative partnerships with the community, behavioral health care systems, and advocacy groups to improve CDP’s relationships with the community. The CIT Program shall reflect the values of the community it serves by promoting dignity and fairness to all people through its training, encounters with individuals in crisis, and community partnerships, with the goal of connecting or re-directing individuals in crisis and their families to health care resources that can provide for long-term stabilization and support" (directly taken from policy 5.11.02). "a team that includes a Specialized Crisis Intervention Trained Officer and a behavioral health specialist that responds to incidents involving individuals experiencing a behavioral health crisis" (directly taken from policy 5.11.01). What is a Crisis Incident? Crisis Incident - "an incident involving individuals who are experiencing a crisis that could cause the individual to harm themselves or others through erratic behavior" (directly taken from policy 5.11.01). What is the Crisis Intervention Team Program (CIT Program)? "a partnership between police, mental and behavioral health agencies, advocates, and the community that seeks to achieve the common goals of safety, understanding, and service to individuals in crisis, those with behavioral health issues, and their families" (directly taken from policy 5.11.01). What is a CIT form? Crisis Intervention Team Data Collection Form (CIT Data Collection Form) - "a data form that gathers required crisis intervention information for CDP and the Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board to track and assess gaps in CIT responses and training. This is primarily done by using a software program that is available electronically" (directly taken from policy 5.11.01).
