Institutional Conduct, Power, and the Absence of Behavioral Accountability A Human-Centered Analysis of Persistent Enforcement Without Correction

This paper examines a recurring gap within institutional systems: the lack of accountability for staff conduct when that conduct produces ongoing harm but does not violate narrowly defined procedural rules. Through a case-based narrative, this work explores how repeated enforcement actions, shifting standards, and unresolved interactions can create conditions experienced by individuals as harassment or abuse—while remaining unaddressed within formal systems. The analysis further considers how power imbalance, socioeconomic status, and perceived bias shape both the experience of harm and the system’s failure to intervene.
