Ontological Deconstruction of Vacuum Electromagnetic Constants: A Universal Formula for μ and ε Based on World Quantum Theory

Within the framework of World Quantum Theory (WQT), this paper starts from the ontological definitions of voltage and current established in the companion papers [2][3], and redefines vacuum permittivity ε_x and vacuum permeability μ_x from the particle's own energy structure. In this framework: Voltage reads form energy: V = V_e / ex Current is defined as: I = T_e / Φ_x = 2ex·f_w From these, the permittivity and permeability are directly determined: ε_x = E_ε / (V²·λ) μ_x = E_μ / (I²·λ) where: E_ε = 2·V_e (electric energy is twice the form energy) E_μ = 2·T_e (magnetic energy is twice the run energy) Both factors carry the same scaling of 2. Both are expressed entirely in terms of particle parameters (ex, V_e, T_e, Φ_x, ℏ, λ, x, v, d). No allocation factors, no universal constants. The resonance identity is: 1 / √(ε_x·μ_x) = d For the terrestrial electron where d ≈ c, this naturally gives 1/√(ε₀μ₀) ≈ c. Standard physics obtains 1/√(ε₀μ₀) = c not as a universal law, but as a consequence of the electron's radial velocity in the terrestrial environment. ε₀ and μ₀ are not universal constants; they are readings of the electron in the terrestrial environment.
