The first residence permits correspond to the permits issued to adult foreigners following a first application for residence, but do not take into account renewals of titles even when they change their nature (for example, an alien entered on the “student” ground who would subsequently be “employee” will not be counted a second time as the first title. The data for 2019 are now final. For 2020, only a first estimate of the number of first titles issued is published below. In view of the time-limits between the lodging of an application and the issue of the title, amplified with the COVID-19 health crisis, some permits issued within the year are not yet registered in the national management base for residence permits. The stock of valid securities in circulation does not exactly correspond to the presence of a foreign national in the territory because the title remains valid even if the foreigner has left France.
