According to the "Regulation on the implementation of assistance to overcome particular social difficulties", persons in particular social difficulties live when particular living conditions are associated with social difficulties in such a way that overcoming the particular living conditions also requires overcoming the social difficulties. Subsequent assistance shall be provided to persons in so far as it is only by means of assistance under this Regulation that the threat of re-entry of particular social difficulties can be averted.根据《特定社会困难救助实施条例》（Regulation on the implementation of assistance to overcome particular social difficulties），陷入特定社会困难的人员，其生活困境表现为特定生活状况与社会困难相互绑定：若要改善该特定生活状况，亦需同步化解其所面临的社会困难。后续救助仅可向满足以下条件的人员提供：唯有通过本条例规定的救助方式，方能规避其再次陷入特定社会困难的风险。
