The High Resolution Layer — Water and wetness is a dataset produced under the Pan-European component of Copernicus Land Use and Coverage Monitoring Services (CLMS). It refers to the year 2015, was produced using high-resolution multitemporal and multispectral satellite data, in particular Sentinel-2A, Sentinel-1A, Landsat 5, 6, 7 and 8 and indices (mNDWI, NDWI, NDVI), as well as available auxiliary data. The Water and wetness layer (WAW), which is the main product, defines 5 coverage classes:0) always dry zones, 1) permanent waters, 2) temporary waters, 3) permanent wetlands and 4) temporary wetlands. An additional product (for experienced users) completes the Water and wetness dataset: the Water & wetness Probability Index (WWPI) that indicates the occurrence of water or wetlands during most of the year compared to a number of years (derived from the layer where each pixel is classified as dry, damp or water, and is the number of occurrences of water or wetlands divided by the total number of valid observations). The Water & wetness Probability Index ranges from 0 (only observations on dry areas) to 100 (only observations on water zones). The products have a spatial resolution of 20 meters and Only the WWPI is also available in the aggregated version at 100 meters of resolution. The frequency of data update is 3 years. The production of the HRL Water and wetness and the additional product was coordinated by the European Environment Agency within the European Copernicus programme involving the National Reference Centres on Land Cover of the Eionet network (for Italy, represented by ISPRA).
