遵循“规范、创新、推广”的理念，依托现代网络通信、GIS、北斗定位等技术，以违法动态监管和早期智能预警为重点，以执法精准快速处理为落脚点，以震慑违法、公开公正执法为建设目标，构建新技术条件下体系化的执法监管综合管理系统，形成“早发现、早报告、早制止、早解决”工作机制，做到“即时发现、流程举报、监管联动、加强预警”，预防和制止各类违法违规用地现象的发生。在执法巡查过程中，指挥中心通过与移动终端在线联动执法，提供在线数据支持、执法决策支持，并对执法人员进行实时监管。

Following the philosophy of "standardization, innovation and promotion", this dataset relies on modern network communication, GIS, BeiDou positioning and other technologies. It focuses on dynamic supervision of violations and early intelligent early warning, takes accurate and rapid law enforcement handling as its starting point and foothold, takes deterring violations and fair and open law enforcement as its construction goals, and builds a systematic comprehensive law enforcement supervision and management system under new technological conditions. It establishes a working mechanism of "early detection, early reporting, early cessation and early resolution", achieves "real-time discovery, procedural reporting, regulatory linkage and enhanced early warning", and prevents and curbs all kinds of illegal land use behaviors. During law enforcement patrols, the command center conducts online joint law enforcement with mobile terminals, provides online data support and law enforcement decision-making support, and carries out real-time supervision over law enforcement personnel.
