Photograph of an aerial view of a swollen river in an industrial area of an unidentified city, 1938. The river runs from the top of the image to the bottom at center. A concrete bridge crosses the river near the top, and many automobiles can be seen on the nearby roads. Dozens of industrial buildings and hundreds of smaller structures line the banks of the river.
