This FAIRsharing record describes: ### What is being measured?

This metric evaluates whether a metadata record meets the Level 2 maturity requirements for the ERDERA Virtual Platform. Level 2 builds directly upon the foundational constraints of Level 1. To satisfy this metric, a record must demonstrate the following:
* Level 1 compliance: The record must first pass all Level 1 compliance checks, including the use of w3id.org namespaces, the VPDiscoverable property, and the core DCAT/Dublin Core property set.
* Data Service: The record must explicitly declare itself as a dcat:DataService.
* Access Point: The metadata must provide a dcat:landingPage at a minimum, ensuring there is a stable web-based entry point for human users to access the service or its documentation.

### Why should we measure it?

FAIR Principle R1.3 requires that metadata aligns with the specific functional needs of a research community. While Level 1 ensures that a record is "visible" to the ERDERA ecosystem, Level 2 ensures that the record is "actionable" as a service within the Virtual Platform. Measuring the transition from a general dataset to a defined Data Service allows the ERDERA platform to automate how it interacts with the resource. By enforcing the presence of a landing page alongside this service declaration, the metric ensures that the resource remains accessible to both automated workflows and human researchers, facilitating higher-level integration and interoperability across the rare disease research network.
