Mutual Fund Industry Development in Bangladesh: Opportunities and Challenges

The mutual fund industry in Bangladesh holds substantial potential for mobilizing retail savings and stabilizing the domestic capital market, yet it remains underdeveloped compared to peer emerging economies. This study aims to systematically analyze the overarching landscape of this sector, identifying the primary opportunities and structural challenges dictating its trajectory. Employing a qualitative research methodology, the paper conducts a comprehensive review of secondary data from the Bangladesh Securities and Exchange Commission (BSEC), Dhaka Stock Exchange (DSE), and Investment Corporation of Bangladesh (ICB), synthesized alongside prior empirical literature. The findings highlight robust avenues for expansion driven by Bangladesh’s favorable demographic dividend, ongoing initiatives for broad-based financial inclusion, and a surging retail demand for Shariah-compliant Islamic mutual funds. Furthermore, the integration of digital distribution channels and the strategic mobilization of capital from Non-Resident Bangladeshis (NRBs) present lucrative opportunities for market growth. Conversely, the study identifies formidable challenges impeding sector development. Most notably, the industry exhibits a persistently low Assets Under Management (AUM) to GDP ratio of approximately 0.4%, underscoring severe market under-penetration. Additional constraints include chronic Net Asset Value (NAV) discounts—particularly among closed-end funds—alongside pronounced corporate governance deficits and a pervasive lack of investor awareness regarding mutual fund mechanics. To navigate these challenges, the manuscript outlines critical policy implications. It advocates for rigorous regulatory interventions by the BSEC to enforce strict corporate governance and transparency, thereby restoring eroded investor confidence. Policymakers are also encouraged to promote open-ended funds to mitigate NAV discounting, launch nationwide financial literacy campaigns, and incentivize FinTech-driven digital distribution networks. Ultimately, addressing these structural bottlenecks is imperative for transforming the mutual fund sector into a resilient driver of sustainable economic development in Bangladesh.
