全人群心理健康科学主题数据库

心理与精神卫生健康促进是“全民健康”“健康中国”国家战略中的重要建设内容，《中华人民共和国基本医疗卫生与健康促进法》提出“国家采取措施，维护和增进公民心理健康，加强心理健康服务体系建设”，国家22个部委联合发布《关于加强心理健康服务的指导意见》和一系列文件，明确开展心理健康服务与管理任务，提升心理健康素养，加强人群维护和预防的干预力度。通过儿童（学龄前）、青少年（在校小学、初中、高中和中技中专、大专院校）、成年、中老年人群和特定人群（残疾人、青春期、家长、孕产妇、慢病等）、职业人群（教师、公务员等）、精神卫生专科共七大层面人群产出的心理健康科学数据，同时，同步采集行为、情绪、人格、社会功能、人际关系、认知、学习能力和服务与管理相关的多维度心理健康基础数据，进行“全人群心理健康科学主题数据库”建设。以填补目前缺失的具有覆盖不同地区、不同民族、不同发育阶段人群、不同特征与职业人群的国家级“本底/基线”数据库。为我国人群心理学/泛心理学的深度认识和全民心理健康维护及心理健康轻量级主动促进提供科学数据支撑，为全周期全民心理健康服务。本主题数据库将动态补充并持续系统完善。

Promoting mental and psychiatric health is a key component of the national strategies of "National Fitness" and the "Healthy China" Initiative. The Law of the People's Republic of China on Basic Medical and Health Care and Promotion stipulates that "the state shall take measures to safeguard and improve citizens' mental health, and strengthen the development of mental health service systems". Twenty-two central ministries and commissions jointly issued the Guiding Opinions on Strengthening Mental Health Services and a series of related documents, clarifying the tasks for carrying out mental health services and management, improving mental health literacy, and strengthening intervention efforts for population mental health maintenance and prevention. Scientific mental health data are collected from seven population segments: children (preschool), adolescents (students in primary, junior high, senior high, technical secondary schools and colleges/universities), adults, the elderly, specific groups (persons with disabilities, pubertal individuals, parents, pregnant and lying-in women, patients with chronic diseases, etc.), occupational groups (teachers, civil servants, etc.), and mental health specialized populations. Meanwhile, multi-dimensional basic mental health data related to behavior, emotion, personality, social function, interpersonal relationships, cognition, learning ability, service and management are also collected to build the "National Scientific Thematic Database for Whole-Population Mental Health", aiming to fill the gap in the current lack of a national "baseline" database covering populations from different regions, ethnic groups, developmental stages, with different characteristics and occupational backgrounds. This database will provide scientific data support for the in-depth understanding of Chinese population psychology/pan-psychology, the maintenance of national mental health, the lightweight active promotion of mental health, and the delivery of full-cycle national mental health services. This thematic database will be dynamically supplemented and continuously systematically improved.
