This Excel-based spreadsheet enables users to simulate a public healthcare system which implements a threshold-based health technology assessment to support decision making about what technologies should be implemented. The performance of the health technology assessment function is measured in terms of spend and health gain by comparison with a healthcare system which funds technologies on a random or first come first served basis.
