NEC Programme Implementation Report

The Federal Environment Agency has evaluated the programme for compliance with the national emission ceilings for NOx. The implementation of the measures and the reduction of emissions were examined in comparison with the business as usual scenario and the real emissions development. Of the 13 measures in the transport sector, eight have been fully implemented and the expected reduction potential has not been exhausted. Due to the increasing traffic performance and the ongoing diesel boom, emissions were higher than projected. For stationary installations, four of the five measures were implemented. The effect was higher than assumed, but emissions did not decrease as projected due to higher fuel inputs. In the case of domestic heating, three out of eight measures were fully implemented and the impact of the measure was higher than expected. Emissions were significantly lower than projected in 2010.
