This study revisits the conventional theories of welfare chauvinism, considering it as a reaction to immigrants abusing generous welfare programs. This paper examines Japan, South Korea, and Taiwan, highlighting a paradox: even if immigrants have limited access to social programs, a significant level of welfare chauvinism still exists, even while public sentiment on immigration is moderate. This paper suggests the “contributionist” welfare regime, characterized by little help from the government, strong family responsibilities, and a focus on productivity, as a factor that affects welfare chauvinism, using data from the World Values Survey and European Values Survey. Findings present that persons who adopt these values are more inclined to welfare chauvinistic attitudes. By shifting the focus from Western-centric explanations to institutional and cultural features of East Asian welfare states, the study provides a new framework for understanding how exclusionary attitudes toward immigrants emerge even where actual welfare access is highly restricted.
