城市大脑市域治理数字化解决方案

本方案整个市域治理数字化系统的建设内容与规模可以概括为“八个一”，主要包括：（一）梳理制定一套标准规范。标准先行，结合国家、省、市行业标准，梳理制定市域治理数字化系统技术和管理标准规范。（二）构建一个市域治理数据中心。包括市域治理专题库、市域治理数据处理中心、市域治理数据应用中心建设，构建数据接入、处理、存储、服务等数据全生命周期管理综合服务管理。（三）打造一套社会治理数据共享体系。纵向实现市域治理数据中心与各区县（市）基层治理数据库数据共享，横向实现市区两级数据中心与本级数据共享平台及其他部门业务系统数据共享，构建数据共享交换闭环。（四）构建一套安全风险防范搜索引擎。通过高危矛盾纠纷、扫黑除恶等数据模型应用的建设，构建安全风险防范智能搜索引擎，实现各领域安全风险防范系统中风险和预警信息的抓取、汇聚，社会治理态势、领域安全风险的综合分析研判。（五）构建一套数字治理考核评价系统。以平安指数为基础，科学制定考核指标体系，将过程性评价和结果性评价相结合，纳入平安考核办法，实现对区（县、市）、乡镇（街道）和市直部门的不同工作要求的考核评价。（六）接入一批分领域安全风险防范系统。围绕城市大脑基层社会治理106个项目，完成首批接入系统清单和2019年度重点系统接入清单中系统接入，实现行业安全风险防范模块集成、领域建模，进一步构建政治、经济、文化、社会、生态等五大领域安全风险防范系统。（七）构建一套市域治理大屏展示平台。依托大屏可视化技术，实现市域社会治理总体态势、数据中心建设成效、城市大脑基层社会治理应用、数字治理考核评价等多种主题的综合展示，最终形成市域治理态势的全景展示。（八）建设一套综合运维管理平台。通过WEB一站式管理平台，，满足对市域治理数字化系统和各组成部分的系统管理、运维管理、审计管理、安全管理等各类工作需要。
The construction content and scale of the entire municipal-level governance digital system can be summarized as eight "One" initiatives, which mainly include: (1) Develop a unified set of standards and specifications. Taking standards as the priority, sort out and formulate technical and management standards and specifications for the municipal-level governance digital system in accordance with national, provincial and municipal industry standards. (2) Build a municipal-level governance data center, including the construction of municipal governance thematic databases, municipal governance data processing center and municipal governance data application center, and build a comprehensive service management platform for full-lifecycle data management covering data access, processing, storage and services. (3) Create a social governance data sharing system: vertically, realize data sharing between the municipal governance data center and the grassroots governance databases of each district, county and city; horizontally, realize data sharing between the municipal and district-level data centers and the local data sharing platforms and business systems of other departments, thus building a closed-loop data sharing and exchange mechanism. (4) Build a security risk prevention intelligent search engine. Through the construction of data model applications such as high-risk conflicts and disputes and anti-crime and anti-evil efforts, build an intelligent search engine for security risk prevention, which can capture and aggregate risk and early warning information from various field security risk prevention systems, and conduct comprehensive analysis and judgment on social governance trends and field security risks. (5) Build a digital governance assessment and evaluation system. Based on the Peace Index, scientifically formulate an assessment index system, combine process-based evaluation and result-based evaluation, incorporate it into the peace assessment regulations, and realize assessment and evaluation for districts (counties, cities), towns (subdistricts) and municipal directly-affiliated departments with different work requirements. (6) Connect a batch of domain-specific security risk prevention systems. Focusing on the 106 grassroots social governance projects under the Urban Brain initiative, complete the system access work in the first batch of access system list and the 2019 key system access list, realize the integration of industry security risk prevention modules and domain modeling, and further build security risk prevention systems in five major areas: politics, economy, culture, society and ecology. (7) Build a municipal governance large-screen display platform. Relying on large-screen visualization technology, realize the comprehensive display of various themes such as the overall situation of municipal social governance, the construction results of the data center, the Urban Brain grassroots social governance applications and digital governance assessment and evaluation, and finally form a panoramic display of the municipal governance situation. (8) Build a comprehensive operation and maintenance management platform. Through the WEB-based one-stop management platform, meet the needs of various work such as system management, operation and maintenance management, audit management and security management for the municipal governance digital system and its various components.
