This database is developed as part of the "Development of an Emission-based Selection Algorithm to Optimize Variable Message Signs Location" project conducted for CARTEEH. This database allows the algorithm to search for new VMS locations based on maximizing emission saving of real-world incidents records in El Paso, TX. This database is derived from four major sources: 1. TxDOT's Crash Records Information System 2. El Paso Metropolitan Planning Organization 3. TxDOT's Intelligent Transportation System 4. Research and Practices The following chart shows how this database is fit into the purposed methodology of the mentioned project. The noted study used this database to develop four tools: Crash Road Matching Algorithm focuses on matching each crash record to the correct road segment. Stochastic Crash Generation Algorithm uses the crash warning database to automate the crash generation process for emission impact assessment. Potential VMS Location Algorithm uses some criteria to propose a set of VMS based on current network configuration. These criteria include: Covering a freeway road segment Having an immediate exit from the freeway Not being covered by any existing VMS Multi-Objective Optimization tool was the second goal of the study after data integration. The mathematical foundation of this part is fully explained in the study report. Furthermore, this database is well-prepared to be used for TEMPO, which is a cloud-based modeling platform for integrating and automating a suite of transportation, energy, and emissions models that provides a sound evidence for optimized infrastructure decision making to regulators and policy makers.
