The optimal organisational territorial framework (hereinafter ATO) for the performance of the civil protection function is an innovative element, introduced by the Civil Protection Code (Legislative Decree 1/2018), for which the geography must be defined in terms of territories included and, at the same time, the organisational criteria of the same, namely the identification of the bodies and structures responsible for emergency planning and management activities.The Emilia-Romagna region has identified in the provincial borders, in the first application, the geographical delimitation of the optimal territorial areas for the organisation of civil protection structures at territorial level, without prejudice to the possibility of subsequent adaptations and evolutions in relation to the regulatory, organisational and implementation context.The formalisation of the optimal organizational territorial areas was adopted by D.G.R. No 1103/2022 of 04/07/2022 with the Annex “Planification of civil protection and identification of optimal territorial areas and associated organisational criteria referred to in the Civil Protection Code”, to which reference is made for further analysis.
