In 1933, to formulate the canal regulation plan, the River Conservancy Commission for the Huai River, North China Water Conservancy Commission, Yellow River Water Conservancy Commission, and Yangtze River Waterway Regulation Commission, with the consent of the Construction Departments of Hebei, Shandong, Jiangsu and Zhejiang provinces, established the Canal Regulation Discussion Conference in Nanjing. The conference immediately embarked on formulating the plan and appointed Wang Huzhen as its chief engineer. During his tenure, Wang Huzhen conducted a site survey along the entire length of the canal, and in 1935, he completed the compilation and officially published the *Regulation Plan for Canal Engineering*.
