State weakness dataset

Data on state weakness + controls, being the empirical part of the article "Civilian Victimization and the Regional Turn: Rethinking Rebel Violence in the Middle East" (forthcoming). The data are coded in a state-year-rebel group format. Online Appendix describes coding the composite "state weakness" variable. Coding decisions (incl. citations of previous relevant research) on controls are described in the forthcoming article.
