Since 26 November 2007, the EU’s Flood Risk Assessment and Management Directive (HWRL) has been in force. The objective of the HWRL is to provide a framework for the assessment and management of flood risks to reduce the adverse effects of floods on human health, the environment, cultural heritage and economic activities in the Community. The aim of the HWRL is to reduce flood risks through cross-border flood protection in river basin districts, including coastal areas, and to improve flood prevention and risk management. The aim of the implementation is to improve the self-reliance of municipalities and the citizens concerned. The first reporting cycle was completed with the preliminary assessment of the flood risk and the determination of the areas for which “a potentially significant flood risk exists or likely to be considered” (Articles 4 and 5) until 22.12.2011, the preparation of flood hazard and flood risk maps (Article 6) until 22.12.2013 and the preparation of flood risk management plans (Art.7) by 22.12.2015. Article 14 of the HWRL provides that in the second reporting cycle: — the preliminary assessment of the flood risk or the assessment and decisions referred to in Article 13(1) until 22.12.2018; — the flood risk maps and flood risk maps until 22.12.2019; and — flood risk management plans, including the elements described in Part B of the Annex, by 22.12.2021 and then reviewed every six years and, if necessary, updated. The reviews shall take into account the likely impact of climate change on the occurrence of floods. The results must be made available to the European Commission within three months of the above dates by 22.03. of the following year. The **flood hazard maps** referred to in Article 6(3) of the HWRL cover the geographical areas that could be flooded according to the following scenarios: 1. Low probability floods or extreme events scenarios; 2. Medium probability floods; 3. Floods, if necessary, are highly likely. The flood hazard maps indicate for each scenario (paragraph 4): 1. The extent of the flooding; 2. Water depth or, where applicable, water level. For already sufficiently protected coastal areas (paragraph 6), the creation of flood hazard maps can be limited to an extreme event. In addition, SH presents the above three flood scenarios in all other areas not sufficiently protected. **Flood risk maps** are prepared on the basis of flood hazard maps for the same flood scenarios. In addition to flood hazards (flood expansion and depth), the flood-related adverse effects (significance criteria) are to be presented. Article 6(5) of the HWRL sets out the necessary information: 1. Number of potentially affected inhabitants; 2. The nature of the economic activities in the potentially affected area; 3. 自2007年11月26日起,欧盟《洪水风险评估与管理指令》(Flood Risk Assessment and Management Directive, HWRL)正式生效。本指令旨在构建一套洪水风险评估与管理框架,以减轻洪水对欧盟境内民众健康、自然环境、文化遗产以及经济活动造成的不利影响。 本指令的核心目标是通过流域区(含沿海区域)的跨境防洪措施降低洪水风险,并完善洪水预防与风险管理体系。其落地实施旨在提升相关市镇及民众的自主应对能力。 首个报告周期已完成全部既定任务:截至2011年12月22日,完成洪水风险初步评估,划定“存在潜在重大洪水风险或可能被认定存在此类风险”的区域(对应第4条与第5条);截至2013年12月22日,编制完成洪水灾害分布图(第6条);截至2015年12月22日,编制完成洪水风险管理计划(第7条)。 本指令第14条规定,第二报告周期需完成以下工作: — 洪水风险初步评估或第13条第1款提及的评估与决策,截至2018年12月22日; — 洪水危险图与洪水风险图,截至2019年12月22日; — 洪水风险管理计划(含附件B部分规定的内容要素),截至2021年12月22日; 后续需每六年进行一次复核,必要时予以更新。 复核工作需充分考虑气候变化对洪水发生概率的潜在影响。 所有成果需在上述截止日期后的三个月内,即次年3月22日前提交至欧盟委员会。 **洪水危险图(flood hazard map)** 为本指令第6条第3款提及的内容,涵盖以下情景下可能发生洪水的地理区域: 1. 低概率洪水或极端事件情景; 2. 中等概率洪水; 3. 必要时的高概率洪水。 洪水危险图需针对每种情景明确以下信息: 1. 洪水波及范围; 2. 水深,或适用情况下的水位。 对于已具备充分防洪能力的沿海区域,洪水危险图的编制可仅针对极端事件情景。而在其他未充分设防的区域,则需涵盖上述三类洪水情景。 **洪水风险图(flood risk map)** 基于同一洪水情景下的洪水危险图编制而成。除洪水灾害要素(洪水波及范围与水深)外,还需呈现洪水相关的不利影响(即重要性判定标准)。本指令第6条第5款规定了需纳入的必要信息: 1. 潜在受影响居民人数; 2. 潜在受影响区域内经济活动的性质; 3. 《2010/75/EU工业排放指令》(Industrial Emissions Directive, IED)所覆盖的设施,以及《2000/60/EC水框架指令》(Water Framework Directive, 2000/60/EC)附件IV第1点(i)、(iii)和(v)项提及的潜在受保护区域; 4. 成员国认为有必要补充的其他信息,例如标注可能发生含高浓度沉积物与碎屑的洪水的区域,以及其他重大污染源相关信息。 **日期说明** 为全面掌握洪水风险情况,需结合以下两类数据集: — 沿海洪水——本数据集 — [河流洪水](/dataset/flood maps-2019 river floods) 本次提供的ArcMap项目文件(.mxd格式)版本为10.2。 **请查阅[数据信息与说明文档](https://opendatarepo.lsh.uni-kiel.de/data/melund_wasser/nutzungshinweise_hochwasserkarten.pdf)**
