Open SMCE/Kemeny reproduction: siting green methanol and ammonia in Spain

Open Python reimplementation of the Social Multi-Criteria Evaluation (SMCE) model used to rank the 50 Spanish provinces for green-methanol and green-ammonia production, together with the 50×19 impact matrix assembled from public sources. The code builds a weighted, non-compensatory pairwise outranking and solves the Kemeny median ordering, reproducing the published SOCRATES rankings (Spearman ρ = 0.91 for methanol, 0.84 for ammonia) without proprietary software.
