TS 2.0 - Abstract This document presents the Master Definition of Technocratic Sovereignty (TS) – Version 2.0, a theoretical framework that explains how modern governance emerges from the structural power of financial, legal, digital, and administrative architectures. TS 2.0 conceptualizes sovereignty as a dual-mode system: in normal times, architectural constraints dominate and discipline executive action; in crisis times, executive and technocratic actors can modify or temporarily override the architecture, though always within the feedback mechanisms produced by the system itself. The updated framework incorporates three major advances: (1) a refined model of the interaction between architecture and agency; (2) a theory of functional and procedural legitimacy, emphasizing stability and rule coherence rather than electoral input; and (3) a comparative architectural perspective, situating sovereignty within a global competition between the U.S. liquidity architecture, China’s production-platform architecture, and Europe’s incomplete fiscal-financial infrastructure. TS 2.0 replaces and expands the original Master Definition (Version 1.0), which remains in the repository to document the evolution of the theory. The new version establishes a clear, publishable conceptual core for further research on financial power, digital infrastructures, crisis governance, and geopolitical economic ordering.
