Historically, the rooting of lifelong education, as a cultural concept and approach, has been found in popular education, which has played a role in the cultural and social emancipation of workers from the 1920s onwards. The multiplication and diversification of associations, as well as the amplification of their programmes, have led to a change in the types of recognition. Today, the sector is managed by a decree dating from 2003. Other associations not benefiting from a programme contract are also recognised by an order.
