Inter-Authority Agreement for the Shared Public Health Service for Harrow and Barnet From 1 April 2013, Harrow Council became the host borough for the newly formed joint Public Health team for Harrow and Barnet. This followed a White Paper that sets out the vision for a reformed Public Health system in England , which included the transfer of the majority of Public Health functions to local authorities by April 2013.
