资源简介:
Abstract --------------------------- THE CBI PDM Household Survey was conducted in Sri Lanka from March, to April, 2021. UNHCR uses Post-Distribution Monitoring (PDM) as a mechanism to collect refugees' feedback on the quality, sufficiency, utilization and effectiveness of the assistance items they receive. The underlying principle behind the process is linked to accountability, as well as a commitment to improve the quality and relevance of support provided, and related services. UNHCR increasingly uses Cash-Based Interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to forcibly displaced and stateless persons in line with UNHCR's core protection mandate. In order to ensure that the cash assistance provided meets the intended programme objectives and that desired outcomes are achieved, UNHCR conducts regular post-distribution and outcome monitoring with a sample or all of refugee recipients. Geographic coverage --------------------------- The survey covers Refugee Centers located in Colombo and Negombo. Analysis unit --------------------------- Households Universe --------------------------- The sample universe includes all urban refugees in Sri Lanka registered to receive cash assistance. Kind of data --------------------------- Sample survey data [ssd] Sampling procedure --------------------------- The survey's objective was to deliver representative data of all urban refugee households in Sri Lanka that were beneficiaries of UNHCR's Cash-Based Interventions. A random simple sample of 180 urban refugee households was drawn from all urban refugees registered to receive cash assistance (sample frame). Mode of data collection --------------------------- Face-to-face [f2f] Research instrument --------------------------- The questionnaire is a standardized UNHCR questionnaire for Post-Distribution Monitoring of Cash-Based Interventions and some questions were adjusted accordingly to the Sri Lankan context. UNHCR trained all enumerators and the questionnaire was piloted.

{'Abstract': '本调研报告概述了斯里兰卡2021年3月至4月期间进行的CBI PDM家庭调查。联合国难民署(UNHCR)采用分发后监测(PDM)机制,以收集难民对其所接收援助物品的质量、充足性、使用效率和效果的反馈。该过程的根本原则与问责制相联系,同时也体现了提升所提供支持及相关服务质量的质量与相关性的承诺。随着联合国难民署越来越多地采用基于现金的干预措施(CBIs)作为提供援助的首选方式,以符合其核心保护任务,旨在向被迫流离失所和无国籍人员提供更大的尊严和选择。为确保提供的现金援助符合既定项目目标,并实现预期成果,联合国难民署定期对分发后及成果进行抽样或全面监测。', 'Geographic coverage': '调查涵盖了位于科伦坡和内格莫巴的难民中心。', 'Analysis unit': '分析单位为家庭。', 'Universe': '样本总体包括所有在斯里兰卡注册接受现金援助的城镇难民。', 'Kind of data': '数据类型为样本调查数据 [ssd]。', 'Sampling procedure': '调查的目标是收集斯里兰卡所有城镇难民家庭受益于联合国难民署基于现金干预措施的代表性数据。从所有注册接受现金援助的城镇难民中抽取了180个城镇难民家庭的随机简单样本(样本框)。', 'Mode of data collection': '数据收集方式为面对面 [f2f]。', 'Research instrument': '问卷是联合国难民署的标准分发后监测基于现金干预措施的问卷,其中一些问题根据斯里兰卡的具体情况进行了调整。联合国难民署对所有调查员进行了培训,并对问卷进行了试点测试。'}
