手部关键点识别

对于输入的一张图片（可正常解码，且长宽比适宜），检测图片中的手部，输出每只手的坐标框、21个骨节点坐标信息。
当前接口主要适用于图片中单个手部的情况，图片中同时存在多个手部时，识别效果可能欠佳。

For an input image that can be properly decoded and has a suitable aspect ratio, detect the hands in the image and output the bounding box of each hand as well as the coordinate information of its 21 skeletal nodes. This current interface is mainly applicable to scenarios where there is a single hand in the image; the recognition performance may be suboptimal when multiple hands appear in the image.
