Supplement S1 - Relevance is not Capacity

This supplementary dataset accompanies the study “Relevance Is Not Capacity: Domain Priorities and the Driving, Enabling, and Constraining Conditions of Municipal Digital Transformation.” It contains anonymized outputs from six focus groups with 30 practitioners representing 25 German municipalities. The workbook documents 208 participant-generated items across ten domains of municipal digital transformation, their classification as driving, enabling, or constraining conditions, and the allocation of 278 relevance points. It also includes bilingual item descriptions, domain profiles, aggregation procedures, and a sensitivity check comparing participant-weighted and group-normalized rankings.
