It aims to urge gas enterprises to fulfill their principal responsibilities, enable the supervisory departments to perform their own supervision duties, and prevent and control gas safety production accidents caused by unclear gas-related asset inventory, insufficient government-enterprise collaboration, and enterprises' failure to fulfill their due obligations.
