Response rate to the Commission for access to administrative documents

Analysis of the datasets [Cada’s Notices and Tips](https://www.data.gouv.fr/fr/datasets/avis-et-conseils-de-la-cada/) to determine the response rate to the Cada. Only opinions have been retained since 2016, for structures that have been the subject of at least 10 opinions issued by the Cada. It is determined that a structure did not respond to the Cada when one finds in the opinion of the Cada the mention of the words _In the absence of a response_. ## Temporality Currently, the dataset runs until March 2019.
