Projects Cantieri di Cittadinanza

As part of its institutional tasks and with the aim of combating poverty and social exclusion and facilitating the social and labour inclusion of people experiencing economic deprivation and particular social fragility, the Apulia Region has launched a programme called ‘Cantieri di Cittadinanza’ (Citizenship Sites) in accordance with Article 15 of Regional Law No 37 of 1 August 2014, ‘Establishing and first amending the estimated budget for the 2014 financial year’, and with Regional Decree No 2456/2015, as amended by Regional Decree No 905 of 6 May 2015, which governs the action in question, provides that municipalities associated in territorial areas (as referred to in Regional Law No 19/2006), other bodies governed by public law and private individuals in the territory (companies, third-sector organisations, etc.) may set up active inclusion sites for the construction of public utility works and services in the context of income support measures to combat poverty. The Municipal Administration, which has always been attentive to the needs of citizens in economic difficulty, provides, for the beneficiaries of the regional measures in question, the implementation of projects, lasting 6 months, with a net monthly contribution of € 500, for active social inclusion and the fight against poverty, entitled ‘Heritage in the Shipyard’, ‘Cantieri per l’Ambiente’, ‘Welfare Solidale’ and ‘Cantiere Amministrativo - Gestionale’. The four projects were included in the regional platform on 22-04-2015: - "Patrimonio in Cantiere" includes activities for urban decoration, as well as mapping of disused signs, unused poles, devitalized trees in order to provide for their rapid removal; - "Cantieri per l'Ambiente" takes into account cleaning and hygiene activities of urban and extra-urban public green areas; - "Welfare Solidale" concerns light welfare activities for the elderly already followed in SAD (Home Social Care); - the "Administrative Management Site" which includes administrative support activities in the various sectors of the municipal administration.为履行公共机构职能、打击贫困与社会排斥，并推动经济匮乏及特定社会弱势人群的社会与劳动融入，意大利普利亚大区依据2014年8月1日第37号区域法令（标题为"设立并首次修订2014财年预算概算"）及第2456/2015号区域政令（该政令由2015年5月6日第905号区域政令修订，负责规范前述计划的实施），推出了名为"公民营建计划（Cantieri di Cittadinanza / Citizenship Sites）"的项目。该政策允许按照2006年第19号区域法令划定的地域联合体市镇、其他公法机构及辖区内私人主体（企业、第三部门组织等），依托脱贫收入扶持政策框架，设立积极融入站点，开展公共效用工程与服务建设。 始终密切关注经济困难市民需求的市政当局，针对前述区域政策的受益群体，推出四项为期6个月、月净补贴500欧元的积极社会融入与脱贫项目，分别为"船厂遗产保护（Heritage in the Shipyard）"、"环境营建（Cantieri per l’Ambiente）"、"互助福利（Welfare Solidale）"与"行政与管理站点（Cantiere Amministrativo - Gestionale）"。上述四项项目已于2015年4月22日纳入区域平台： - "船厂遗产保护（Patrimonio in Cantiere）"涵盖城市美化活动，以及对废弃标识、闲置杆体、枯败树木进行测绘以实现快速清运； - "环境营建（Cantieri per l’Ambiente）"负责城市及城郊公共绿地的清洁保洁工作； - "互助福利（Welfare Solidale）"面向已纳入家庭社会照护（Home Social Care，简称SAD）体系的老年群体，开展轻量福利服务； - "行政与管理站点（Cantiere Amministrativo - Gestionale）"则为市政当局各部门提供行政辅助工作。
