Payments in SEBRA and other payments to the BNB

Scope of published daily information on budget payments. The information for the relevant day shall contain details of the following payments: 1. Payments via SEBORA Payments from Lev’s budget accounts at the Bulgarian National Bank to the senior budget ushers in the state budget, the National Social Security Institute and its administered budgets of the social security funds, the National Health Insurance Fund, the Bulgarian National Television, the Bulgarian National Radio, the Bulgarian Telegraph Agency, the Bulgarian Academy of Sciences and the State Higher Schools; — Payments from BGN accounts with the Bulgarian National Bank for EU funds (including national co-financing) of the National Fund attached to the Minister of Finance, the State Fund for Agriculture and other accounts for EU funds under Article 142(2) of the Public Finances Act; Payments to other budget organisations included in the SEBRA under Article 13(3) and (4) of the Public Finance Act, included in the single account. — Transfers/subsidies/temporary interest-free loans provided from the central budget to municipalities: a total subsidy for the activities delegated by the State; — transfers for local activities; — a targeted subsidy for capital expenditure; —other targeted expenditure, including for local activities; temporary interest-free loans. 2. Other payments made — Subsidies and other current transfers to non-financial corporations, capital transfers to non-financial corporations and non-profit legal entities (with 2020 ZDBRB subsidies and other current transfers for non-profit legal entities, subsidies and other current transfers to non-financial corporations and a capital transfer to BRC are included in the budgets of the respective senior authorising officers of the budget); — Public debt service payments (interest and principal); —Contribution to the general budget of the EU; — Costs related to the servicing of accounts and payments, etc. The primary authorising officers with a budget in accordance with Article 11(3) of the Public Finance Act are the ushers who draw up, implement and report a budget and are designated as such by a law. Each senior budget authorising officer, together with his second and third level subordinates (if any), shall form a system of primary authorising officer or so-called ‘primary system’. The information shall be published by individual primary systems and by payment type code in CEDA at the latest by the end of the next business day. The information for each working day of the current year shall be kept on the relevant website for a period not shorter than 31 March of the following year. Detailed information on the payment technology in SEBRA is contained in the Guideline of the Bulgarian National Bank and the Ministry of Finance “Service of accounts of budget enterprises and budgetary payments”. The senior budget ushers included in the SEBRA publish daily on their website information on payments in the UEBRA in general for the primary system, by secondary budget authorising officers and by code for the type of payment for each working day in accordance with Article 68(3) of Decree No 8 of the Council of Ministers of 2015. By Decree No 299 of the Council of Ministers of 2016, amended by § 1 of the Final Provisions of Decree No 332 of the Council of Ministers of 2017, a Regulation laying down the procedure, method, time limits and scope of the information to be published by the Council of Ministers was adopted.
